RIC’s annual North and East Syria ISIS sleeper cell report for 2024 breaks down the key events and statistics from the last year.

  • Recorded attacks from ISIS sleeper cells rose 37.5% from 189 in 2023 to 260 in 2024 – which is still lower than 2022’s 285.
  • Number of deaths from these attacks fell 56.7% from 247 in 2023 to 107 in 2024 – a steady decrease since 2022 which was at 362.
  • Numbers of SDF and Asayish raids decreased marginally from 121 in 2023 to 115 in 2024. Arrests of suspected ISIS members rose however, reaching 556 in 2024, compared to 352 in 2023.
  • Number of third-country nationals repatriated dropped 57.2% from 170 in 2023 to 304 in 2024.
  • With the government of Syria being ousted by Hayat Tharir al-Sham, fears arose that ISIS would be able to exploit security gaps.
  • Turkish airstrikes disrupted counter-ISIS efforts.
